出口商需告知“在同一供应链上的进口商”其所指定的独家代理

    

 

    When the non-community exporter has appointed an “only representative”, the importers of the substance are relieved of their duties as registrants under REACH but will be regarded as downstream users. Hence, they need to know who will act as registrant . It should be noted that the  “only representative” would not be covering the registration duties for the same substance manufactured by another non-EU manufacture; if the importer obtains the substance from a number of non-EU sources he may still have to act as registrant.

 

2.2.16 条款8规定，出口商需告知“在同一供应链上的进口商”其所指定的独家代理。这句话是什么意思？

答：在REACH法规下，如果非共同体出口商指定了“独家代理”，这些物质的进口商将没有责任进行注册，且被认为是下游用户。所以，这些进口商就需要知道谁将作为注册方。必须说明的是，“独家代理”没有责任对其他非欧盟企业生产的同一种物质进行注册；如果进口商从不同的非欧盟来源进口物资，那么他仍将作为注册方。
